Secure Custody and Rehabilitation with Dignity

The Corrections Division operates the Highland County Justice Center, managing the intake, custody, and care of individuals awaiting trial or serving sentences. Our corrections staff are trained professionals who prioritize safety, order, and humane treatment. In addition to maintaining a secure facility, the division oversees inmate services such as visitation, healthcare, and educational programs aimed at reducing recidivism. We believe in upholding the law while also providing opportunities for rehabilitation and reintegration into the community.

Lieutenant Keith Brown

Jail Administrator

Lieutenant Brown began his career in June 1994 as a road patrol deputy, and in 1997 he moved to the Corrections Division. Lieutenant Brown was promoted to Sergeant in 2001 and to Lieutenant over the Corrections Division in 2010 a position he still holds.
